The Buffalo Bills adore rotating their running backs.
Even when it doesn't make sense.
They used Ty Johnson in two really weird spots on Sunday versus the Eagles.
First, he got a second-and-short carry down near the goal line.
Then, he got a second-and-long carry with just more than two minutes remaining and the Bills needing to put together a touchdown drive.
Both times, he was in over James Cook, one of the NFL's top rushers and top-paid RBs.

Why do the Bills use Ty Johnson over James Cook?
They do it as part of an overall strategy of rotating RBs and having specific roles.
Johnson is the passing-down back.
Cook gets early downs.
Ray Davis spells both occasionally.
But this year, Cook has been left in more on passing plays in the second half of the season.
On this night, Cook's injury early in the game that left him just a tad gimpy may have contributed.
Regardless of the reason, it can be frustrating for Bills fans.
