Genshin Impact Luna III: Should you pull for Varesa or Xilonen?
Varesa's pull value
Varesa's pull value in Genshin Impact Luna III (Image via HoYoverse)Varesa is a 5-star Electro DPS who was introduced in version 5.5. Her primary source of damage is from her Plunging Attacks and special Elemental Burst. When she gains maximum Nightsoul Points, Varesa enters the Fiery Passion state, which buffs the damage of her Plunging Attacks.
While Varesa is in the Fiery Passion state, she gains an additional charge of her Elemental Skill. If you use the hold variant of this ability, she gains increased Movement SPD and interruption resistance. Her Elemental Skill is extremely helpful for exploration. She also gains Nightsoul Points when this ability is activated.
When you use a Plunge Attack with Varesa after she is in the Fiery Passion state, she will enter the Apex Drive state, and her Elemental Burst ability will be replaced with a special burst that requires less energy and has no cooldown. Her special burst does more damage than her standard variant.
Overall, Varesa is a strong Electro DPS that can be used in many team compositions. Although she can be used with various support units, in one of her best teams, you might need constellations for Chevreuse and Iansan to deal high DPS.

Xilonen's pull value
Xilonen's pull value in the Luna III version (Image via HoYoverse)Xilonen is a 5-star Geo character who was released during the 5.1 update. She is a versatile off-field support unit that provides excellent buffs to the whole team. She is one of the easiest characters to build, as she only requires DEF and ER stats, and Crit rate, if you're using the Favonius Sword. She can also hold the Scroll of the Hero of Cinder City artifact set to buff the team's DPS.
Xilonen also has great exploration abilities in her Elemental Skill. Furthermore, with this ability, she can reduce enemies' Hydro/Pyro/Electro/Geo/Cryo RES by up to 36% at talent level 10. She can reduce the RES of up to three different Elements, depending on the team composition.
Her Elemental Burst has two different modes; the first one heals the active characters, and the second one deals AoE Geo DMG at regular intervals. Since she can heal allies, you can also use her in most Furina teams. Furthermore, her Elemental Burst is primarily used for healing, as her personal damage is extremely low.
As mentioned, she is one of the best support units in the title that can fit into various team compositions. Although the recent meta doesn't seem to favor her much, she can still be used with a lot of DPS characters. Another essential thing to consider is that she does not reduce enemies' Anemo and Dendro RES.

Conclusion
Since both characters have different roles and team compositions, choosing between them depends on your preference.
If you need a strong DPS unit, you can try to get Varesa during the Genshin Impact Luna III version. Furthermore, if you have constellations for Iansan and Chevreuse, you can deal high damage with Varesa.
Meanwhile, if you are looking for a strong, versatile support unit, you could get Xilonen. She is still excellent for many DPS units, such as Mavuika, Neuvillette, Mualani, Arlecchino, and Navia, among other characters.
