Eintracht Frankfurt, who sold Marmoush to City in January 2025, do not have a sell-on clause, contrary to reports.
The German club received their desired guaranteed fee at the time, plus additional bonuses.
There were also very few instalments, meaning all payment obligations to Frankfurt have been fulfilled by City.
Marmoush now follows former City teammate Savio to join Roberto De Zerbi's squad, after the Brazil winger completed an £85m move to Spurs on Tuesday.
