With the commencement of the second phase of Honkai Star Rail 3.3, Cipher will become available to all Trailblazers. Her unique kit allows her to deal a significant amount of damage and weaken a single enemy simultaneously. Moreover, her ability to record a percentage of the damage her allies deal and unload it when using her Ultimate helps her easily nuke a single target. Being a new character with a unique kit, players may wonder whether they should roll for the unit or not.
Cipher is an exceptional character who can deal a significant amount of damage. If you have others like Acheron in your collection, you should roll for this new 5-star Nihility unit.
However, since the Fate collab is scheduled to debut in version 3.4, we recommend saving your Stellar Jades for those units, as their banner will feature a different pity count.

Should you pull for Cipher in Honkai Star Rail 3.3?
As mentioned, you can pull for Cipher in the second phase of Honkai Star Rail 3.3 only if you have good characters to pair her with. If you have Acheron and Feixiao added to your collection, rolling for Cipher is a wise choice, as she can boost the team’s damage output significantly.
If you do not possess any of the abovementioned characters, then it's best to skip Cipher in Honkai Star Rail 3.3 and save your Stellar Jades for the upcoming characters. We recommend doing so, as this Nihility unit needs to be paired with an exceptional DPS character for good synergy and to deal maximum damage output.
If you don't meet these criteria, Cipher won’t be able to deal much damage with her abilities.
Saving for the HSR x Fate collaboration characters or even Phainon is a good choice, as their kits look promising and are expected to dominate the meta, post-debut. Moreover, if you're thinking of getting Saber, you’ll need to save as many Jades as possible, as the collab gacha banner’s pity doesn’t carry over from the limited-time banners.
