Europa Universalis 5 is an ambitious grand strategy game where players must manage nations in a fairly realistic fashion, and this includes dealing with public unrest, rebellion, and even Civil Wars. As such, tackling revolts and bringing order back to the country will be the players' primary objective if such an unfortunate situation arises.

That said, try to solve the problem before it gets to that situation is always the better option. This guide details all there is to know about Civil Wars and Revolts in Europa Universalis 5.

How do Civil Wars and Revolts occur in Europa Universalis 5, and how to deal with them?

The primary cause of rebellion in the game, perhaps unsurprisingly, is Low Pop Satisfaction. Pops essentially refers to the Population of a nation, and when their Satisfaction decreases, they will try to overthrow the country. This is governed by four factors for a population:

  • Culture
  • Religious Tolerance
  • State Satisfaction
  • Needs met (such as buildings constructed, import requirements fulfilled, etc.)

If any of these get too low, people will retaliate against the state by becoming rebels. In a Civil War, rebels will band under a banner (or join one) and attack a location, and if too many rebels crowd in a location, then that location will also join the rebellion. Revolts are also led by rebels, usually for non-religious or cultural reasons, and these are different from Civil Wars in the sense that they will try to become independent of the player nation.

Rebellion progress starts from 0 all the way to 100%, progressing at a rate of 0.1% per month. This rate can increase if Control in the region is too low as well, which likely will be due to the populace growing distant. Players can find out the Rebel progress and cause under the Rebel tab of Society. Here are the different types of rebels in Europa Universalis 5 with their associated Pop Requirements to meet this threshold:

  • Nationalist Rebels: Same culture as existing rebel pops
  • Religious Rebels: Same religion as existing rebel pops
  • Slave Rebels: Slaves' social class
  • Estate Rebels: Estate's social class

Civil Wars can be stopped by laying siege to their locations using large armies and capturing the area by defeating their armies. For Revolts, players must initiate a full war against the rebellious "nation" to defeat them and take over their regions via military means. This will also raise the Control in the area, and in case of Revolts, allied nations can be called in for help.
