A homeless maniac charged with stabbing a 75-year-old woman in the neck in a random attack Sunday was twice freed without bail last year after terrorizing a Brooklyn beauty supply store owner.
Shawnee Moore, 36, was busted in September 2025 for allegedly trying to torch someone at KNS Beauty Hair & Wigs on Mother Gaston Boulevard with a lighter and an aerosol hair spray can, while smashing the victim in the face and scratching him, court records show.
She was charged with assault, menacing and criminal possession of a weapon in the incident and had an order of protection issued to stay away — but she was freed on supervised release by Judge Jevet Johnson despite prosecutors asking for $15,000 cash bail or a $30,000 bond.
A 75-year-old woman was waiting for an Uber at this Brooklyn corner when she was attacked and stabbed.Just two months later, Moore was back at the beauty supply shop despite the judge’s order of protection that required her to stay away, according to a criminal complaint.
“I will set the store on fire,” she allegedly told the same 52-year-old victim.
“She should be put in a mental hospital,” two-time victim Dongwon Shin told The Post Tuesday. “She had braids, deadlocks. She just opened the door: ‘You remember me?'”
Moore was arrested again on charged of burglary, criminal contempt, menacing, resisting arrest and harassment, and again freed on supervised release by Judge Maria Aragona — this time with prosecutors signing off. On May 15, she skipped out on that case and had a warrant issued.
Under the Empire State’s controversial criminal justice reforms, the second-degree assault charge against Moore in September is the only count eligible for bail — at the judge’s discretion.
The remaining charges and the counts against her in November were not eligible for bail.
Court records show that Shawnee Moore was arrested twice last year and freed without bail both times. Google MapsThat meant Moore was free to walk the streets shortly before 11:30 a.m. on Sunday, when the elderly victim was was waiting for her Uber at Glenmore and Christopher avenues when the maniac struck again.
Police said the attacker slammed the victim with a stick and stabbed her in the neck.
The victim was taken to Brookdale University Hospital Medical Center, where she was listed in stable condition, but was still able to point out Moore as her alleged attacker.
She was charged with assault, criminal possession of a weapon, and endangering the welfare of a vulnerable or elderly person and was awaiting arraignment Tuesday.
A spokesperson at the state Office of Court Administration did not immediately respond to a request for comment on the earlier decisions to release Moore.
Meanwhile, Shin’s wife and co-owner, Sandy Shin, said she can’t fathom why Moore remains free despite three different orders of protection against her — with the harassment all over a stolen wig.
“She stole the wig, we told her she stole,” Shin said. “She went with the wigs, came back and tried to burn [Dongwon] with fire. What is it? A crazy person just gonna walk the streets?
“That’s the bad thing about living in New York City. New York City rules are not strict.”
Records show Moore had one prior arrest in 2014 but that case has since been sealed.
