Several teams in the Bundesliga and Premier League were interested in signing Bobb, but the club have now secured crucial reinforcements for Marco Silva out wide, following the departure of Adama Traore to West Ham.
Harry Wilson, who leads the team in goals scored and assists, is also increasingly likely to leave on a free transfer in the summer.
Bobb joined City as a youngster from Valarenga in 2019 and broke into the first-team squad in 2023-24.
However, he missed all of last season with a broken leg suffered in pre-season.
Bobb has made 15 appearances for City this term, while also helping Norway qualify for the World Cup.
He has not played since starting City's Carabao Cup match against Brentford on December 17, where he was forced off with an injury inside 20 minutes.
