Ukraine Targets Russian Refineries in Fresh Drone Strikes

(Bloomberg) — Ukraine struck the Slavyansk-na-Kubani oil refinery in Russia’s Krasnodar region and “reached” a refinery in the Yaroslavl region overnight, President Volodymyr Zelenskyy said on X, calling the attacks part of Kyiv’s “long-range sanctions” campaign against Moscow.

Krasnodar Governor Veniamin Kondratiev confirmed a drone attack on the Slavyansk refinery, saying a fire broke out at the site and that an electric transmission line and a gas pipe were damaged. The refinery, operated by Slavyansk ECO, has a capacity of about 100,000 barrels a day and is a key fuel supplier for Russian-occupied Crimea. The facility has been struck repeatedly since the beginning of the war, with a Jan. 26 attack reportedly damaging elements of a primary crude processing unit at the site.

Yaroslavl Governor Mikhail Yevrayev also confirmed a drone attack on his region, though Russian officials did not report damage to the local refinery. Yaroslavl’s Slavneft-Yanos refinery is Russia’s fifth-largest, with a capacity of about 15 million tons a year, or about 300,000 barrels a day. The plant, jointly owned by Rosneft Oil Co. and Gazprom PJSC units, supplies fuel to central and northwestern Russia and has been struck at least four times since December 2025.

Kyiv stepped up attacks on Russian energy infrastructure late last year, seeking to turn the tide against Russia’s invasion, now in its fifth year. Ukraine has since intensified strikes on refineries, slowing processing and causing fuel shortages in Moscow and other regions. Average gasoline prices in Russia rose 3% in the week from June 16-22, according to official data. That was the biggest weekly increase in at least 20 years, historical data show.

The overnight Ukrainian drone strikes came after Zelenskyy on June 25 approved a 40-day “influence operation” aimed at convincing the Kremlin to end the war. Russia’s Defense Ministry said air defenses shot down 213 Ukrainian drones overnight.

Ukraine’s General Staff said air defenses shot down all six ballistic missiles launched by Russia overnight, one of two hypersonic Zircon missiles and 125 of 142 drones. Two people were injured in the capital Kyiv, while Kharkiv also came under attack, according to local officials.
