The decision appears to go against Miliband’s recent solar push, which he said will be key to efforts to create more homegrown power in response to the war in Iran. He’s also promised to work with Lidl and Amazon to make plug-in solar panels available for purchase by UK consumers this summer.

A person familiar with the government’s thinking said officials had found a risk that the upfront costs of solar canopies in car parks may be greater than the benefits provided. They also said some of the benefits could be delivered through the new Future Homes Standard which expects to see new commercial buildings install solar equivalent to 40% of the building’s ground area.
