Legendary team owner Roger Penske released a statement praising the breakthrough settlement between NASCAR, 23XI Racing, and Front Row Motorsports. The resolution, which resulted in the implementation of a form of ‘evergreen’ charters, has sent ripples across the motorsport landscape. Penske’s statement has now sparked speculation among fans about the future of IndyCar's own, newly established charter system.

Roger Penske, who owns Team Penske and the entire IndyCar Series, applauded Thursday’s settlement, calling it a pivotal moment for NASCAR.

“Today’s settlement is tremendous news for the industry. We are stronger together as a sport, and the agreement today allows all of us to focus on what’s important, the continued growth of NASCAR. The sport has never been more competitive and today’s resolution provides the entire industry with a platform that strengthens our business and allows us to continue to entertain our millions of passionate fans in a unified way,” Penske’s statement reads.

This praise for the stability of permanent charters in NASCAR immediately led to a question from a fan on X, who wondered whether similar structural changes could soon arrive in IndyCar, which Roger Penske owns.

Roger Penske owned IndyCar’s new charter system, launched in 2025, is set to run until the end of the 2031 season. This system awarded 25 charters, which guarantee a starting position in all races except the Indy 500 and qualify teams for the Leaders Circle revenue-sharing program.

The Indy charters are currently not permanent and remain under the permanent ownership of Penske Entertainment, who can approve the sale of a team's charter to another entrant.

Rick Hendrick, one of the most successful and storied NASCAR team owners, is happy to see NASCAR, 23XI and FRM agreed on a settlement, as he believes this would allow everyone to focus on the future of NASCAR.

Hendrick Motorsports owner, on his part, released a statement on the matter and said (via The Speedway Digest):

“For more than 40 years, NASCAR racing has been my passion. I believe deeply in what we can accomplish when we work together. This moment presents an important opportunity to strengthen our relationships and recommit ourselves to building a collaborative and prosperous future for all stakeholders. I'm incredibly optimistic about what's ahead. When our industry is united, there's no limit to how far we can go or how much we can grow the sport we love.”

23XI-FRM and NASCAR came to Judge Kenneth Bell on Thursday morning, and soon after a one-hour recess, after discussing with the judge, the teams and NASCAR agreed on a settlement. It was a big day for sport.
