Moldova Summons Russian Envoy as Hit on Ukraine Pollutes Water

(Bloomberg) — Moldova summoned Russia’s ambassador to complain about Moscow’s strike on a Ukrainian facility that caused a petroleum products spill in the Dniester river and threatened local water supplies.

Moldova’s foreign ministry issued a note of protest to the Russian ambassador following the March 7 strike on the Novodnistrovsk hydropower plant in Ukraine, it said in a statement on Tuesday. It has created “major risks” for the environment and water security, as the river provides water for about 80% of the population in the nation bordering Ukraine, it said.

With Russia’s invasion of Ukraine now in its fifth year, Moscow and Kyiv have traded strikes on energy infrastructure, affecting neighboring countries. US-led peace talks between Russia and Ukraine have stalled after US President Donald Trump attacked Iran.

“Russia bears full responsibility” for the spill, Moldovan President Maia Sandu said in a post on the X platform on Sunday.

Russia’s foreign ministry didn’t immediately respond to a request for a comment.

Moldova declared a 15-day environmental alert in the Dniester river basin, starting from March 16. That allows authorities to introduce temporary restrictions on the capture and use of water in areas where petroleum products in the river water are seen exceeding safety limits. Officials also plan to install additional barriers at the Dubasari Reservoir to prevent the spill spreading.

The situation is “the direct consequence of the war on our border,” Gheorghe Hajder, Moldova’s environment minister, said in a statement on Sunday. “Russia’s aggression is hitting us harder and harder — from drones violating our airspace to the pollution of our essential water resources with direct risks to public health.”

Hajder told local TV in Moldova that initial information showed the spill totaled about 1.5 tons of petroleum products, but recent estimates by specialists show the volume could be several times larger.

Bordering Romania last week approved emergency aid to Moldova to help handle the spill, and sent equipment and materials as well as experts on the ground.
