The Pittsburgh Steelers are absolutely stocked at tight end this season, and Jonnu Smith is part of that group.
Smith was acquired in the trade with the Miami Dolphins that also landed Jalen Ramsey in Pittsburgh. The trade also reunited Smith with his former offensive coordinator and head coach, Arthur Smith.
While Smith has made some contributions this season, he hasn't done anything early on in the Week 8 game against the Green Bay Packers.

Yes, Smith is active and in the lineup, he just hasn't been targeted yet.
With a crowded tight ends room, Smith sometimes has trouble garnering snaps, as he's also competing with Pat Freiermuth and Darnell Washington.
Adding to that, Pittsburgh has only had one decent drive through a quarter of play, so there hasn't been much of an opportunity for anyone on the Steelers' offense to get going.
