Desperate times call for desperate measures, and sometimes that means taking in your neighbor's cat instead of letting her stay cold. In the story here, the protagonist has seen her neighbor's "cat" come around to their home for the last 2 years. This poor cat has gotten pregnant several times, and the owners don't do anything. The protagonist has tried everything – to approach the neighbor, to take the cat herself. She claims that the little boy who lives there says his mom doesn't like when the cats are inside because they go to the bathroom everywhere. It's not a good excuse. It's their cat, they should train their cat to go to the bathroom in the litter box. Besides, the cat is probably going to the bathroom everywhere because she's starved for attention!

A cat acting up means that they need attention, not a punishment. When the neighbors try to take the cat, the real owners get upset and tell them they are stealing their cat. The neighbors let the cat go, but of course, the cat just shows up again and again to their home. They already have pets, and aren't prepared to have more, but they do what they can to help.
