The Scroll of Restoration is a special item in Diablo 4 that allows you to remove all Tempering charges, giving you a chance to try your luck at Tempering again. This gives you a higher chance to get better stats on your gear. Note that each scroll can only be used once per gear.

At the conclusion of every event, you need to open the chest called the Spoils of Greater Equipment, which guarantees 2x Scroll of Restoration. To open this chest, you will need to earn at least 200 Burning Aether from the Infernal Hordes event.
These Spoils of Greater chests yield not only Scroll of Restoration, but they also have Greater Affix Gear; the chest is thus invaluable to you.
This is one of the best methods for you to acquire the Scroll of Restoration, if you don't have the Vessel of Hatred expansion of Diablo 4.

Vessel of Hatred expansion - Dark Citadel

You can also run the Dark Citadel to gain the Scroll of Restoration. This method is only available to players who have access to the Vessel of Hatred expansion.
In the Dark Citadel, you earn Citadel coins, which are exclusive to this area. This currency can then be used to purchase a Scroll of Restoration and multiple other consumables.
While this is a viable option to acquire the Scroll of Restoration, the Dark Citadel requires at least two players to enter, making it an impossible option for solo runs.
