Chicago P.D. season 13 episode 7 brings a good mix of suspense and thriller until the very end, concluding with a cliffhanger that will get audiences talking until the show returns next year. In Impulse Control, Voight's investigation of one Raymond Bell picks up momentum when a man is found dead with a battered hand near Raymond's neighborhood.
Voight quickly identifies it as the same wound Raymond's son, Gary, inflicted on his victims. But with only a hunch and no concrete evidence, they can't pin anything on the mysterious businessman. However, with the involvement of Julie, Gary's daughter, who is now under the care of Raymond, things get personal for Officer Eva Imani.
She's convinced that Julie is in danger. And after a mysterious text of a string of emojis from the young girl and a concerning call, Officer Imani rushes into the Bell residence to save the girl. However, Julie Bell is missing, and Chicago P.D. season 13 episode 7 ends with Officer Imani finding the girl's broken phone. But she's not alone in the house.

Is Julie Bell in danger in Chicago P.D. season 13 episode 7?
Officer Eva Imani (Image via @NBCOneChicago/X)Officer Eva Imani is a tenacious investigator, but her tenacity could put her in grave danger. But her unbridled zeal is also the reason why she comes after Julie Bell at the Bell residence despite Hank Voight's disapproval. The Intelligence Unit has been at a standstill in Raymond Bell's case in Chicago P.D. season 13 episode 7 because they don't have any concrete evidence to arrest him.
Imani has every reason to believe that Julie is in danger. Earlier in the episode, she is hospitalized after allegedly falling from a tree, but Imani gives the girl her phone number in case she does need help. She later receives a mysterious text from Julie, and she thinks it's a call for help. However, because it's only a string of emojis, it's not enough to storm into the Bell residence to apprehend Raymond.
What forces Imani to rush to save Julie is a phone call that evening. Julie doesn't talk, and Imani can only hear the staggered breathing before the call cuts off. When she calls Julie again, no one answers. Against Voight's instruction, she heads to the Bell residence to save Julie, but the girl is missing. What she finds is Julie's broken phone and a strange noise behind her as the episode ends.
While Imani believes that Julie is in trouble, the child may not be the only one in a dire fate. While her intention comes from a good place, going rogue could ultimately place her, and possibly Julie, in even more danger.

Chicago P.D. season 13 episode 7: Who is Raymond Bell?
The Intelligence Unit investigates Raymond Bell (Image via @NBCOneChicago/X)Raymond Bell in Chicago P.D. season 13 episode 7 is a character from a previous episode. He was first introduced as the father of Gary Bell, the suspect the Intelligence Unit investigated in Chicago P.D. season 13 episode 4, Root Cause. The team met him while looking for Gary, a bank robber and spree killer, who was mysteriously distraught over the crimes he had committed.
The Intelligence Unit uncovered a history of abuse in the Bell household, but everything is presumed. There's no hard evidence that can implicate Raymond, so Gary's daughter, Julie, was left in his care. But before Gary died, he told Voight that he "wasn't born this way" and that "he made me like this."
The message haunted Voight enough that he thinks Raymond conditioned his son to become the monster that he was. And based on the new murder case in Chicago P.D. season 13 episode 7, Voight's suspicions may not be far off.
Voight's blackmailer and other highlights in Chicago P.D. season 13 episode 7
Besides trying to go after Raymond Bell, seeing Voight trying to uncover the identity of his blackmailer is another highlight in Chicago P.D. season 13 episode 7. The episode confirms what audiences may already know: that Devlin is the one sending Voight those threatening messages.
Another highlight in the episode is Raymond Bell's interrogation scene. While it doesn't give the team the concrete evidence they are looking for, it's fun to watch how Voight and the rest of the Intelligence Unit manage to play mind games, trap Raymond, and catch his lies.
