(Bloomberg) — Ukrainian drones hit two oil refineries in Russia’s Ufa, owned by the country’s top oil producer Rosneft PJSC, the latest in a spate of strikes on Russian energy infrastructure that have led to a fuel shortage.

The drones operated by the Security Service of Ukraine, or SBU, struck the Ufaneftekhim and Bashneft Novoil refineries, President Volodymyr Zelenskyy said in a Telegram statement on Thursday. The attacks caused a fire at the facilities’ primary processing units, SBU said in a separate statement.

Earlier, regional governor Radiy Khabirov said in a Telegram statement that the attack was repelled but “drone debris fell in the industrial area.” There were no injuries and all “the facilities are operating normally,” he said.

Bloomberg could not independently verify the statements, and Rosneft did not immediately respond to a request for comment.

Ukraine last targeted oil-processing facilities in Ufa in April. The city hosts the Ufa refinery, the Bashneft Novoil refinery, the Ufaneftekhim refinery, as well as the Ufaorgsintez petrochemical plant, all owned by Rosneft. The refining facilities have a combined design capacity of around 460,000 barrels a day.

Ukraine has been carrying out intense attacks on Russia’s oil-processing sector in recent months to curb fuel supplies. The strikes set a record in May, forcing Russian refinery runs at the start of June to drop to a 20-year low. Damage to the refineries, including an attack on a facility in Moscow last week, has triggered panic buying of gasoline, driving up pump prices and disrupting supplies across many parts of the country.

Ufa is about 1,750 kilometers (1,100 miles) northeast of Kyiv, and the attacks demonstrate Ukraine’s growing ability to reach deep into Russian territory.

Calling the fuel-supply situation “difficult but manageable,” Deputy Prime Minister Alexander Novak said earlier this week that Russia was considering a full ban on diesel exports in addition to halting foreign sales of gasoline and jet fuel.

On Wednesday, lawmakers passed tax code amendments designed to boost the domestic gasoline market, the Interfax news service reported.
