(Bloomberg) — President Donald Trump will call on Congress to pass legislation to bar institutional investors from buying single-family homes and demand Democrats restore funding for the Department of Homeland Security in his State of the Union address, according to excerpts provided by the White House.

On foreign policy, the president will champion his security efforts in the Western Hemisphere following a series of military strikes on alleged narco-trafficking boats and the capture of Venezuelan strongman Nicolas Maduro.

Trump also plans to criticize fraud cases by Somali immigrants in Minnesota, the rationale he used for his migrant crackdown in the state that drew widespread backlash after the killing of two American citizens, Renee Good and Alex Pretti, during enforcement actions. The fight over his immigration policies also sparked a partial government shutdown with Democrats demanding reforms to those policies in exchange for funding DHS.

“They have closed the agency responsible for protecting Americans from terrorists and murderers. Tonight, I am demanding the full and immediate restoration of all funding for the Border Security and Homeland Security of the United States,” Trump plans to say.

The shutdown has affected DHS functions other than immigration and border security, which are largely funded through last year’s spending bill.

Trump made a rare retreat after Pretti’s death, with his border czar Tom Homan announcing and overseeing a drawdown in the state. Still, Trump and allies have sought to cast the crackdown as a criminal justice issue and pushed back on Democratic demands.

The address, set to begin shortly after 9 p.m. Washington time, comes at a crucial moment for Trump’s presidency as he looks for a broad reset. Trump is confronting falling poll numbers, a number of foreign policy flashpoints — including the threat of military action against Iran — and a setback to his signature tariff policy, which was struck down by the US Supreme Court.

Trump’s remarks, and the Democratic response, offer to set the tone for the November midterm elections which threaten to sweep away Republicans’ grip on both chambers of Congress. Rival Democrats have been buoyed as voters’ views of Trump’s handling of the economy slide, fueled by anxiety over high prices and his tariffs.
