(Bloomberg) — House Republicans are considering establishing work requirements for able-bodied Medicaid recipients starting at age 18 and through age 64, New York Representative Nicole Malliotakis said Tuesday.

House Speaker Mike Johnson on Tuesday told reporters that Medicaid work requirements were still under discussion. Majority Leader Steve Scalise said Trump backs such requirements.

Republicans have said they have seen estimates of more than $200 billion in savings from their work requirement plan.

Work requirements have long been under consideration, with the nonpartisan Congressional Budget Office estimating in 2023 that mandating work for most Medicaid recipients age 19 to 55 would save some $109 billion over a decade. Expanding that age requirement to 64 would likely save tens of billions more.

Ultra-conservative Republicans have demanded the House Energy and Commerce Committee find $880 billion worth of savings in the legislation, a goal they can only meet if they cut federal medical coverage for low-income people.

After a meeting with moderate members of the House, Johnson said that work requirements would be part of the House bill. He said that a proposal to lower the federal match payments to states was off the table and that per capita caps on the federal share might be ruled out. Johnson’s comment was immediately assailed on X by Representative Chip Roy, a Texas conservative, who said he hadn’t ruled out federal share changes.
