A “monster’ illegal immigrant has been charged with murdering and sexually assaulting a helpless 2-year-old girl in rural Virginia, according to the feds.
Raul Genesis Ortiz Moran, 29, is in ICE custody after a two-week investigation into the July 4 death of the child, whose mother he lived with while he was here illegally from Mexico.
“This monster sexually assaulted and murdered a 2-year-old girl in Virginia,” Homeland Security Assistant Secretary Lauren Bis said in a statement.

This horrific tragedy was completely avoidable, because this illegal alien should have never been in our country,” Bis said.
“Governor [Abigail] Spanberger’s sanctuary policies have made Virginia a hotbed for illegal alien crime,” she added of the Democrat.
Moran and the child’s mother took the lifeless child to the Goochland County Sheriff’s Office just after 3 p.m. on July 4, WWBT reported. Deputies started lifesaving measures on the girl, who was then taken to a hospital in Richmond, but could not be saved.
Detectives interviewed the mom and Moran, who is not the biological father, but did not have enough forensic evidence to obtain federal warrants, the Roanoke Times reported.
Fearing he might flee, investigators called ICE.
“There was that 24-hour period of time where we had to be very, very careful,” Louisa County Sheriff Donnie Lowe said.
“We were definitely concerned he was just gonna get up and leave, and we wouldn’t find him again,” the sheriff said while calling the girl’s death “an unimaginable tragedy.”
Moran was finally arrested and charged with second-degree murder and aggravated sexual battery on July 17.
It is not clear exactly when Moran came to the US. However, he had been in trouble with the law just two days before his alleged crimes.
On July 2, he was stopped and charged with driving without a license, a repeated offense, in Hanover County, VA, court records show.
Moran is scheduled to appear in court Tuesday morning, court records show.
