The Groundbreaking Quest in ARC Raiders will be assigned to you by Apollo, who asks you to inspect some abandoned housing projects. This is a new quest that appears as a part of the latest Cold Snap update. At the start of the mission, the trader will also hand over the Blue Gate Communication Tower key, which can help you access a locked room. Once you complete the quest, you’ll earn some rewards, including an exclusive outfit.

How to accomplish the Groundbreaking Quest in ARC Raiders
Before you start the quest, make sure to put the Blue Gate Communication Tower key in the safe pocket to avoid losing it. To get an idea of the quest, Apollo will give some hints and also the objectives. The quest reads as:
"Data or no data: we’ll learn how to make this place earthquake-proof. With a research this in-depth, there’s bound to be a paper trail somewhere"

- Search the room for any construction research

Where to find the Locked Room at Pilgrim's Peak

This area is located on the northeastern side of the map, close to the Headhouse. Once you arrive, enter the Comms Tower through the main gate. Once there, take a right turn, then go left after a short distance to find a locked door.

You can unlock the door by using the key you received at the start of the quest. Inside the room, especially in the corner, you’ll find a whiteboard with sketches of buildings. Interact with the board to complete the one objective.
Photograph the Abandoned Housing Project
Once you've completed this part, exit the area and head towards the Abandoned Housing Projects. This location is south of the Pilgrim's Peak area (East of the map), near the Ridgeline. As you reach there, you'll find several unconstructed houses.
