Former interim NYPD commish says Mayor Adams and cronies run City Hall and police department as ‘coordinated criminal conspiracy’

The former interim police commissioner has accused Mayor Eric Adams and his top cop cronies of running the NYPD as a “coordinated criminal conspiracy” to commit fraud to reward loyal lackeys and get payback on foes, a new bombshell lawsuit claims.

Thomas Donlon, who was appointed to run the NYPD after Edward Caban was forced to resign in the wake of a series of federal raids, filed the lengthy 251-page lawsuit in the Southern District of New York Wednesday morning.

“A coordinated criminal conspiracy had taken root at the highest levels of City government — carried out through wire fraud, mail fraud, honest services fraud, obstruction of justice and retaliation against whistleblowers,” the suit reads.

Donlon accuses police officials of abandoning “lawful governance, and engaged in outright malfeasance by using the NYPD to consolidate political power, obstruct justice, and punish dissent.”

The ex-interim head claims that others in leadership used his commissioner stamp to forge internal documents “to promote unqualified, politically connected officers over those who had earned advancement through merit.”

“This corruption triggered a massive, unlawful transfer of public wealth—millions of dollars in unearned salary increases, overtime eligibility, pension enhancements, and post-retirement benefits,” the suit reads.

The former top official had repeatedly butted heads with the top NYPD brass after taking over last fall.

The tension spilled out into public when former deputy commissioner in charge of public information Tarik Sheppard — a hot-head who called a Post reporter a “f–king scumbag” — had to be held back while shouting at Donlon at the start of the New York City marathon.
