(Bloomberg) — China is seeking public feedback on revised rules for the polysilicon sector’s energy consumption, as the sector seeks to reduce excessive capacity that has dragged most producers into deep losses.

The revision of the existing rules, which started in 2024, will be implemented 12 months after its release, according to a notice on the National Public Service Platform for Standards Information. Feedback must be submitted by Nov. 15, the notice said, without further details about the timeline.

Persistent overcapacity across the solar supply chain has prompted company executives and industry insiders to call on the government to roll out stricter standards to help phase out outdated capacity, after the four biggest panel makers posted a combined first-half loss of more than 13 billion yuan ($1.8 billion). The Ministry of Industry and Information Technology has also asked local governments to conduct energy conservation reviews on polysilicon producers and submit reports before the end of this month.

The use of more stringent energy consumption caps would promote industry upgrades during the 15th five-year plan period, which runs from 2026 through 2030, Citi analysts including Pierre Lau said in a note. About 30% of existing capacity could be affected by a tighter standard and small factories are most likely to be forced to close due to the high cost of upgrading, they said.

Optimism over capacity-related measures has led to a widespread rally in solar stocks in recent months. Polysilicon prices have also rebounded since July, and a surge is likely early next year as more measures are implemented and their impact becomes apparent, said Shi Zhenwei, an analyst with Shanghai Metals Market.
