The government introduced legislation on Tuesday aimed at establishing space-launch capabilities. The bill would give the government authority to oversee launch and re-entry activities from Canadian territory and provide regulatory clarity for the industry.

Canada is the only Group of Seven country without its own space launch capabilities, Transport Minister Steven MacKinnon told reporters in Ottawa. “Currently, we must rely on foreign countries, most often the United States, to get Canadian satellites in orbit,” he said. “This reliance on the US sends investment out of our country, creates costly delays and leaves critical infrastructure exposed to decisions beyond our control.”

President Donald Trump has prompted widespread backlash in Canada with tariffs and comments that the country should be a 51st US state. Carney has responded by seeking to reduce reliance on the US. The government’s last budget earmarked C$183 million ($134 million) over three years for the Department of National Defence to build launch capability in Canada.

Canada’s biggest satellite operator, Telesat Corp., is relying on Elon Musk’s SpaceX to launch its next-generation fleet of low-Earth orbit satellites, which would be an alternative to Starlink.

The government has already taken some steps toward domestic launch capacity. Last month, it announced a 10-year, C$200 million agreement to use a private launchpad near Canso, Nova Scotia, operated by Maritime Launch Services Inc.

MacKinnon said homegrown launch capabilities would strengthen Canada’s ability to monitor and respond to wildfires, protect marine ecosystems and support Arctic security. He expects rockets to begin launching from Canadian soil within two to three years.

Deloitte estimates the Canadian space-launch industry could be worth as much as C$40 billion by 2040.
