(Bloomberg) — Andy Burnham is expected to unveil a raft of plans focusing on devolving powers and money from central government to England’s regions in his first major policy speech since announcing he would stand for leadership of the Labour party.

Burnham plans to set out his economic strategy in a speech next week, when he will detail proposals to give mayors more control and funding for social housing, welfare and post-16 education, the Times reported late on Friday, citing an unidentified person familiar with the plans.

Whitehall departments will be expected to gauge which areas under their remit should be transferred to regional governments, while Burnham may also move ahead with devolving some areas of tax revenue to local government, the newspaper said.

Burnham, who has long argued that investment for growth in the UK has been disproportionately tilted toward London and the southeast, plans to spend a significant amount of time in a “No10 of the North” to signal his commitment to devolution.

Since returning to Parliament this week after nearly a decade as mayor of Manchester, he has been drawing up plans for both policy and personnel.

Chancellor Rachel Reeves appeared to concede that Burnham would be replacing her in the post when she spoke at a conference of business leaders in London on Thursday. She signaled there was more to come on restructuring the machinery of government, saying Labour had unfinished business on devolving fiscal powers out of Westminster.

Speculation is rife about who Burnham will choose to succeed Reeves, with Energy Secretary Ed Miliband, Home Secretary Shabana Mahmood and former Health Secretary Wes Streeting all considered contenders.

Burnham’s first official, high-profile appointment was James Purnell, who has joined to lead preparations for government and later become No. 10 chief of staff.

If Burnham remains as the only candidate for the Labour party leadership, he will formally be declared leader later next month. Nominations for the leadership close on July 16.
